It was created as a consequence of a significant number of war declarations, to allow potential members to take advantage of EVE University's learning opportunities without subjecting them to the risks inherent to joining a corporation at war. Applicants could indicate during the admission process that they wished to join EVE High and if successful they would be granted access to some (but not all) EVE University services without actually joining the corporation. EVE High was eventually abolished and is no longer active.
