However the potential is there to maximize the cap warfare potential of the Punisher.  Removing the cap draw of a repairer and replacing the nos with a neut you can control the cap of any other frigate in the game and accordingly control the fight.  Put these together and you get this fit which has the ability to anihlate any other T1 frigate it can catch (rifters beware!):
