The Moa was designed as an all-out combat ship, and its heavy armament allows the Moa to tackle almost anything that floats in space. In contrast to its nemesis the Thorax, the Moa is most effective at long range where its railguns can rain death upon foes. SHIP BONUSES

Summary
The usual fleet PVP fit for this a short-mid-range doctrine with railguns, something like Rail Moas or a similar afterburner fit. It has quite a good shield tank, and can deal nice DPS. It is much less effective to fit blasters due to the lack of a tracking bonus necessary for extreme close range like the Thorax has, plus the fact that a shield tank forces a compromise between tank and the scram/web combo necessary to keep a target in blaster range (conversely the most optimal rail Thorax doctrine would be shield-tanked to be a less durable but higher-damaging counterpart to the Moa doctrine, though the Moa doctrine would be generally more effective).
For PvE, the Moa can be fit with rail guns and used for kiting.
