Level 4 security agents also give [[anomic missions]]. Besides burners, those below are supposed to be the complete pool of possible lvl 4 security missions. For obvious reasons, agents don't give missions against their own faction or allied factions. You only get missions against empire factions from factions which dislike that empire faction. For example a Serpentis agent will give you missions against Gallente as they are hostile but not against Caldari as they are neutral. Many missions exist in different variants with different opponents. If a level 4 agents gives you one variant, for example "The Blockade (Serpentis)" he won't, give you another variant, for example "The Blockade (Angel Cartel)". Note that the extravaganzas don't work out as 'variants' in case and you can get several from the same agent. Btw this behavior isn't true for lvl 5 missions. There an agent generally gives you all (allowed) variants such as "The Fortress (Gallente Federation)" and "The Fortress (Minmatar Republic)".
There are small variations in the mission pools of agents of the same faction. I'm not sure what causes this. I believe that it's due to their location i.e. an agent in the south would rather give missions against Sansha's than Guristas. It could also be that the agent's corp plays a role.
The size of an agent's pool is 30-35 missions counting chains as one and not counting anomic/burners which add another 13 missions.
You cannot get the same mission twice in a row. Besides that the probability to get a specific mission from an agent's pool is uniform (each has the same probability). It's difficult to properly confirm that as good confirmation needs a huge sample size.
Each specific mission has a set of possible locations for that agent. Some missions are always in the agent's home system (Recon, The Blockade, Pirate Invasion). Others can be at multiple locations for example The Damsel. I'm under the impression that (if the mission hasn't only one location) the locations don't all have the same probability. Some systems seem to be preferred. I don't know what causes this and often don't even know how the allowed systems are chosen. I believe that it matters how the area is laid out. For the case of burners I know that they are always in the agent's constellation or adjacent constellations. Again I don't think all allowed systems have the same probability.
Considerations about an agent's mission pool and where he sends you are important in regards what ship is most suited to use when running missions for that agent. Burner locations are especially important as travel time affects your profit a lot when you focus on burners.
As an example, I have pulled a good bunch of missions from the agents in Stacmon on SISI (the test server). You can see that Slays is the most common location and that Slays and Stacmon together are the majority of mission locations.
