Note: This fit will require a CPU implant, even at level 5 skills. Downgrading the BCS or launchers is an option, investigate for your particular skills in your fitting program of choice.
This is a fairly standard dual web setup for the Hookbill, though it requires good fitting skills. With the large amount of tackle, it has excellent range dictation and can apply its full rocket damage very consistently. Its main weakness is kiting ships who can stay out of range of the webs and scram, if they cannot be slingshotted closer.
