Summary
The Lachesis is a T2 version of the Celestis. It retains the sensor damping bonus, but more importantly, it gains a large bonus to point range. The Lachesis is used in larger fleets as a long range heavy tackler, where its sensor damping bonus is ignored and its high number of mid slots allow it to field a strong shield tank.
