The skill list sorted in such a way starts small at the top, and continues to grow wider to the bottom. Therefor its an iceberg. A Pyramid starts out with a broad base and finishes narrow. The skill level here is top to bottom (4 better than 1).

The first level of the Pyramid should be completed in its entirety and supports and ties together what follows. The subsequent levels aim for specialization - focusing on a particular aspect of EVE for a pilot to train into.
