***Edit by Logan Ryder*** - I just did this mission, and the -2.4% Gallente hit is from destroying the comm array. I got no other hits from killing the ships.
***Edit by Akira Zendragon - Mission text indicates that destroying comm array prevents the waves from spawning. Mission can be completed without destroying the comm array, avoiding the Gallente faction standings hit.
