There sure is! If you're in the queue but you are not actively watching the E-Uni public chat channel, you might miss seeing your name being called. If this happens, some folks may skip over you for some time in the future. Close the browser or leave the queue when you won't be watching every few minutes.
No. The Queue tool assigns all applicants who've successfully submitted their questionnaire a timestamp. It is by this timestamp that applicants who are logged into the Interview Queue are ordered.
 
For example; you find yourself sitting at #2 and then notice you're now #4:  two applicants with earlier timestamps have logged into the Interview Queue.  The Queue tool remember's your timestamp.  This way it's fair to everyone applying. There are some applicants who will get priority no matter their relative spot to yours in the Queue (such as War re-entries).
