The Osprey offers excellent versatility and power for its low price. Designed from the top down as a cheap but complete cruiser, the Osprey utilizes the best the Caldari have to offer in state-of-the-art armor alloys, sensor technology and weaponry - all mass manufactured to ensure low price. In the constant struggle to stay ahead of the Gallente, new technology has been implemented in the field of mining laser calibration. A notable improvement in ore yields has been made, especially in the hands of a well trained pilot. SHIP BONUSES

Summary
Osprey is the caldari mining cruiser and pretty much the best of the mining cruisers. If you want to mine but can't fly a mining barge yet then the Osprey is an excellent choice.
As well as a mining cruiser the Osprey is also the T1 shield logistics ship, with bonuses to shield transfer range and capacitor use. The Osprey has great trouble fitting shield transporters, tank and capacitor recharge in the same fit. This is solved either by flying an untanked Osprey (suitable for PvE or repairing POSes while not under fire) or by fitting a capacitor booster and using the Osprey's large cargo bay to carry a lot of booster charges.
