No. The Queue tool assigns all applicants who've successfully submitted their questionnaire a timestamp. It is by this timestamp that applicants who are logged into the Interview Queue are ordered.
For example; you find yourself sitting at #2 and then notice you're now #4:  two applicants with earlier timestamps have logged into the Interview Queue.  The Queue tool remember's your timestamp.  This way it's fair to everyone applying.  There are some applicants who will get priority no matter their relative spot to yours in the Queue (such as Fast Track entries and re-entries, and former members returning).
