When you have begun targeting something, you will hear a beeping sound, and a countdown timer around the object in space. Once the countdown timer has reached 0, the target has been locked, and you can fire on it, mine it, etc.

You can also target by using the combat icons above your HUD. The sram , point or damp are a few examples. All you need to do is hold down your shortcut key for targeting (default is CTRL) and click on the icon it will then target the ship that is using the combat module on you.
