The planet must be within your [[Skills:Science#Remote Sensing|Remote Sensing]] skill range for you to be able to perform a Scan operation on its resources.  If it is not within range, then you will be given an error such as:  "At your Remote Sensing skill level you can only scan planets closer than #ly this planet is at #ly"
