When you warp to Eram IV - Moon 2, you will find yourself in an unnamed, unmarked site with Logut's Abode, a locked acceleration gate, and Blasted Neon Sign. Start conversation with Logut's Abode to speak to Hlebnar Tonari, who will give you a "hostage exchange" mission that rewards you with Logut Akell required for the current mission.
