Prowler - best ship for distribution missions

I don't think it is true. Perfectly skilled viator with 2% or higher agility implant seems to be the best, at least when you limit yourself to t2 equipment. The reason is that it reaches 4s align time with the implant and t2 istab, while having enough cargo for even largest (7200 m3) distribution missions. With prowler, you often run into refitting situations (extra click on mission accept, refit, refit back later), or suffer from 1 seconds worse align time.
