Seems identical to the mission provided by Ovon Flac down to the thiefs dropping the reports required for the mission, it is unsure at this point if it is a static in PPG- XC or if the missions accepted from Ovon Flac may have prompted them to spawn. Current sigs for this site are DKJ-838 and PNQ-416 for later checking if it is a static or not.
