Stargates in Eve are used to jump from one system to an adjacent system. They can't be used by capital combat ships with a jump drive (carriers, dreadnoughts, supercapitals and titans).

When you jump into a Stargate you will land in the next system, 12 km away from the gate. As stargates have different sizes, the actual radius where someone lands can be huge. So basically to know how far someone jumping into a stargate will land away from someone sitting on a gate at 0, you can just add the size below to the 12km drop-out range.

Amarr System . . . . . .4946 m Amarr Constellation . . .4646 m Amarr Region . . . . . ...14 km Amarr Border . . . . . ..26 km Caldari System . . . . ..7065 m Caldari Constellation . ..8998 m Caldari Region . . . . . .15 km Caldari Border . . . . ...28 km Gallente System . . . . .6754 m Gallente Constellation . 9412 m Gallente Region . . . . ..10 km Gallente Border . . . . .37 km Minmatar System . . . .4995 m Minmatar Constellation. 25 km Minmatar Region . . .. ..24 km Minmatar Border . . . .42 km

When you drop out of a Stargate, you will be protected by a visibility cloak as well as an invulnerability cloak. Both hold for 60 seconds. This is a game mechanic to make sure people jumping into a system have time to load the system without people waiting in that system being able to engage you right away.
