The basic skills are listed as follows:

If you copy the sample fit listed here into the current version of EFT (2.25.3), set the pilot to [All level V], and look at the CPU usage, you should find 385 / 362.5.

Now if a pilot with all skills at level V needs an implant to make this fit work, I suspect that a pilot with the listed basic skills has little to no chance of using this fit.

I asked in the forums for comments from experienced pilots on what changes might be made to make this fit work for a pilot with basic CovOps skills as listed.

Kataki Soikutsu, Jorn Rayl, Jet StreamZ, and Dama Arishe suggest replacing the Inertia Stabilizers II with a Co-Processor II. This suggestion works great.

Another suggestion in the thread to improve scanning was the use of Sisters Expanded Launcher and Probes. Unfortunately, these excellent mods and charges are very expensive and may not be suitable for PvP scouting, even in a ship intended to keep its distance from the main fight.
