I've put in an outline, but feel free to change it. What I've been writing is veering in the direction of specific skill recommendations for ship classes -- which may be better handled by setting up pages for covops ships, HICs, or whatever. If you have a better organizational principle, or better ideas, go for it.
Best article?
This has to be one of the best articles on the Wiki. Especially when you include the links to the other useful skills at the end.
