The "best" and "second best" officer in each faction spawn in any system regardless of security status in the relevant faction's home region; Delve for the Blood Raiders, Venal for the Guristas, Stain for the Sanshas, Curse for the Angels, and Fountain for the Serpentis. The Frigate officers can spawn in 0.5 security hisec belts in regions where their faction is the dominant pirate faction, i.e. Angel Frigate officers in Heimatar.
