Different portions of each wave will spawn separately. Wave sections are divided by hull group (cruiser, battleship, etc.); each new spawn is triggered when the last ship of that hull type is destroyed. For example, when all cruisers in the initial wave are destroyed, only the cruisers in Wave 1 will spawn. When the Wave 1 cruisers are subsequently destroyed, the cruisers in Wave 2 will spawn, and so on.
