Scouting can be done in pretty much any ship and doesn't require any skills at all, even shuttles. When it comes to hacking ~~there~~ are a few skills that help, but for the most part you'll have the skills needed to hack right off the bat. Alternatively, for [[Clone States|Alpha clones]] you can use the [[Vanguard_Incursion_fits#Venture|Venture]] which wouldn't require any skills to be trained and can be flown by anyone (at the cost of taking twice as long to hack due to limited midslots).
