When a player purchases a subscription package that includes a Cerebral Accelerator of any kind, the Accelerator will be delivered via the item redemption system. To redeem a Cerebral Accelerator (or any other item that uses this system), go to the character selection screen. If the Accelerator is available to be redeemed, a “Redeem Items” ribbon with be located along the bottom of the screen. Click on this, and a list of all the items available to be redeemed will be shown. Drag and drop the item onto the portrait of the character you want to receive that item, and the item will then be delivered to the Items Hangar of the station in which your character is currently docked. (NB. It is a good idea to move your character to the station you want the item at before redeeming the item. That way there is zero chance of losing it via having your ship destroyed.) To activate the accelerator, simply right click on it in your items hangar and choose “Consume”.
You do not necessarily need to have activated a new account to receive a Cerebral Accelerator; although they are not available on the Market, they can be found in Contracts, although they are not useful to established characters.
