Since October 2018 update all Upwell Structures (currently Citadels, Engineering Complexes and Refineries) have a drop box which anybody can use to transfer items from his ship's cargohold to the Upwell structure (but not back) - regardless of access rights. So this kind of scam will not work any more with Upwell structures and will not work at all after POSes are finally phased out.
