The Caracal Navy Issue is the [[Ship|Cerberus]]'s baby brother.  It's a missile sniper boat that can kite well and is fit very similarly. It is certainly an improvement over the standard Caracal, but it has a high price tag (on par with a Drake) for less survivability, so it is not often seen in PvP.  It can be a good high-sec site runner, though, being equally adept at killing frigates or NPC battlecruisers, depending on fitting.
The Caracal Navy Issue gives up the [[Caracal]]'s missile range bonus in return for a bonus to damage application for medium-sized missiles (the explosion speed bonus does not affect light missiles from Rapid Light Missile Launchers).
 
In PvP, the [[Osprey Navy Issue]] outdoes the Caracal Navy Issue as a kiting ship, with greater speed and a range bonus, the [[Drake]] has greater survivability for a similar price tag, and the base Caracal can achieve longer sniping ranges.
 
In PvE combat, though, the Caracal Navy Issue's application bonus lets it chew through smaller targets with medium-sized missiles, so it has some use as a very efficient small/mid-scale site runner requiring fewer skill points than a [[Cerberus]].
