Summary
The Tempest is one of two Minmatar Attack Battleships. Its bonuses favour Large Projectile Turrets, unlike the Typhoon which focuses on battleship-size missiles/torpedoes. With 5 mid slots and 6 low slots the Tempest can be shield- or armor-tanked; both are equally common.
The Tempest is a Minmatar T1 battleships with two bonuses towards projectile DPS. Even though it has 'only' six turret slots, the hull bonus doubles the DPS so that it corresponds to twelve unbonused turrets. With 5 mid slots and 6 low slots the Tempest can be shield- or armor-tanked. If shield tanked, it achieves impressive DPS; if armor tanked, it has a huge number of utility mids. In both cases the tank is on the weaker side compared with other T1 battleships. It’s big brother the Tempest Fleet Issue has a low slot more and thus works better with an armor tank. The Tempest is relatively quick and agile for its class. The two utility high slots are also a nice aspect.

The Minmatar attack battlecruiser, the Tornado, overshadows the Tempest in PvP sniping roles, and is cheaper, while the Maelstrom's shield boost bonus makes it a more popular choice than the Tempest for many PvE combat situations. But the Tempest does see use in smaller PvP gangs, and it is, for a battleship, relatively quick and agile.
