They prey upon your fears of continually being ganked while mining, as miners are often seen as combat/PvP adverse. You're asked to pay an annual fee to the ganker who then promises that you'll be left alone to mine in peace, and possibly, not to mine AFK. They often get a lot of laughs since many victims at first tend to pay a large bounty on the ganker. | |||
This also applies to any other sort of permit or ransom. Once you transfer someone ISK then it's gone. There is no mechanism that holds them to stay true to their word. For example, an Awoxer infiltrates a small mining corp. They begin to awox. They let it be known that if a large sum of ISK is paid to them they'll leave the corp.
