The Ambition modifier is a crucial component of the tug of war in the Insurgency system, ensuring protection against lopsided domination of subsequent Insurgencies by either Empire or pirate militias. Only one side at a time will have an increased Ambition.

The Ambition modifier in brief

  • When either Empire or pirate militia win an Insurgency campaign, it will increase their Ambition by +1. In the next Insurgency, that faction's target Suppressed/Corrupted systems will increase by one. Thus, the Insurgency will be more difficult for them compared to their opponent.
  • Multiple subsequent Insurgency wins will continue to raise a faction's ambition, up to a maximum of +15, requiring said faction to fully corrupt or suppress 20 solar systems for the Insurgency victory.
  • If an Insurgency campaign is lost by the side with increased ambition, it will reduce their ambition modifier for the next Insurgency by -1.
  • Information about the Ambition Modifier can be found in-game in the pirate insurgency guide page in the Agency.

The Ambition modifier expanded

An insurgency lasts a maximum of 2 weeks from its start date. In this time, the Empire militias will strive to win the Insurgency by fully suppressing enough Insurgency systems according to their goal found in the Insurgency window. Meanwhile, the pirate militia will attempt to fully corrupt enough Insurgency systems according to their own set goal.

Example of the Ambition system in effect. The Angel Cartel Insurgency in the Amarr-Minmatar warzone is in the process of fully Corrupting the required systems. In the bottom right, we can see that a string of successes has given the Angel Cartel an Ambition modifier of +12, meaning they will need to fully Corrupt 17 systems to win the ongoing Insurgency.

If the Empire militias succeed in reaching their Suppression goal, the pirate FOB will become vulnerable and will be open to attack. The pirate FOB features a single 24-hour reinforcement timer (with some jitter). Should the FOB be destroyed after this reinforcement cycle, all affected Insurgency systems will immediately increase their Suppression by one level (up to a maximum of 5), and the Insurgency will be ended as a win for the anti-pirate Empire militias and enter its wind-down phase. This victory grants the Empire militias an Ambition modifier of +1, meaning they will be required to fully Suppress one additional system for victory in the next Insurgency.

However, should the pirates fully Corrupt enough systems, they will take temporary control of the system in which the FOB spawned and win the Insurgency for the pirate side. This victory grants the pirate militia an Ambition modifier of +1, meaning they will be required to fully Corrupt one additional system for victory in the next Insurgency.

This back and forth of victories and losses with the Ambition system acts as a safeguard to prevent lopsided domination of either Empire or pirate militias in each successive Insurgency. The minimum system threshold without any Ambition for Empire or pirate victory is 5 systems fully Suppressed or Corrupted, respectively.
