Summary
As expected of the Caldari, the Kestrel is the premier T1 missile frigate. A PVE Kestrel takes advantage of her bonuses to light missile range to avoid npc damage. In PVP the kestrel is used for Null Sec Solo PVP or as a fleet doctrine, the Alpha Birds.
With 4 mid slots, it can be easily fitted for second tackle (scram/web) or other ewar, but as tackle a

Skills
As any other ship the kestrel has a better performance if the pilot has decent base skills. But to max out the scope of her, here are some generally advices:
- Missile Launchers don't need capacitor, but are CPU hungry and the support modules or rigs are aggravating this. So train into XY will higher the kestrels CPU output, whilst XY and YX will lower the CPU requirements of launchers.
- Most of the PVP fittings make use of a oversized Medium Shield Extender. The MSE needs a large amount of the kestrels powergrid, so XY provides mor PG and YX lowers(?) the requirements.

Fitting
Tactics
PVE light missile kiter kestrel:
First: Pull range. Try to operate at the maximum range of your missiles. Read Missile 101 on how to calculate this. Hint: NPCs are straight burning to you most of the time, this extends your range a bit. If you still get damage fit a missile range module with range script, if dadurch the missile range is greater than your targeting range fit a targeting range module. If you are well trained in this you may realize it is possible and easier to use the kestrel for L1 and L2 security missions or combat anomalies up to C1 L4, than switch to a destroyer like the corax and loose the bonuses to range and damage provided by the kestrel combined to your caldari frigate skill and some speed.
