The rats are separated into three groups. They can be aggressed separately; Huriki Vunau and a few frigates in one group, the Black Mask bandits in another, and Pansya's group along with a couple of frigates and cruisers. Aggressing all three groups can result in high DPS. The only exception is if you immediately aggress Huriki Vunau, which will draw aggro from the entire pocket.
Note that the rats also have very fast respawn timers (around 10 minutes). That means there is a very high chance of rats respawning while you are aggressing another group (e.g. Pansya's group respawns when you fight the Black Mask Bandits).
