Any character of neutral or higher standing is allowed in an Ivy fleet. However, only Ivy characters or characters of +10 or higher can be used in combat roles (tackle, ewar, repairing, or dps) against other players or their assets.

That means, no PvE, Mining, Chatting, Mailing, granting Titles etc. while you are on a combat operation. Using out of corp alts for fleet related tasks is fine.<ref>You really don't want to be known as the fleet commander who fell asleep in the middle of a warp.</ref>
