Mission briefing
This is a list of people I want you to escort to a meeting. They have quite a large security entourage, and as you can see from some of the names, they have a reason for it. These people are members of the Angel Cartel. While the Cartel are thugs and pirate scum, and are not particularly welcome in Minmatar space, it does not mean that some corporations don't have certain dealings with them which require us to overlook certain... failings.

Escort them safely to <Station> for me. It's nothing you'll be in trouble with the Republic for, but for the sake of our business relations, try to treat them politely.

Borderland Outlaws
The Angel Cartel's reputation for engaging in any activity regardless of its legality has earned it the DED's description of the most dangerous criminal organization in the cluster. With a corporate command structure and open recruitment policy, the Cartel are less thugs than sharks in pinstripe suits, capable of operating on all levels of society. With a major operational base in Etherium Reach on the edge of Minmatar space, the Cartel is held with deep suspicion within the Republic. Their annexation of the Skarkon system in YC 110 and sudden withdrawal left many unanswered questions regarding both the Cartel's intentions towards the Republic and what deals were forged under the table to make them leave... and what those deals might have cost.
