Last week a branch of the Achur monks calling itself the "Sagacious Path" began protesting some Caldari legislation. They claim the State has been abusing the Achura, steering them into supporting war with the Gallente Federation and its Minmatar allies. Now, groups like this crop up from time to time, and usually everything works itself out and goes back to the status quo.
Unfortunately, this group seems smarter and more determined than usual, staging rallies outside of foreign embassies, that sort of thing. They're getting some real attention now. The Minmatar especially are giving us a hard time. We aren't in a position to end these protests yet, so the next best thing is to end the Minmatar involvement.
The State wants you to go pick up the Minmatar emissary at the station he's residing in. Bring him back here, where he is to remain until this whole situation blows over.

he media can be as dangerous as an army. The masses are swayed by it, and the masses sway the politicians. There's a group of Scope reporters sitting out at <System>. They're feeding the Gallentean and Minmatar viewers exactly what they want to see: dissent in the State. We need you to... persuade these gentlemen to leave.
Of particular interest is their broadcast array: It's an expensive piece of hardware that allows them to broadcast to the rest of the universe in real time. As soon as you warp in, target and destroy that array. Do not concern yourself with the Scope reporters. They aren't fighters, and are likely to flee as soon as you start firing. Under no circumstances are you to kill any of the reporters. That will only make the entire situation even more explosive.

Rules of Engagement

Not all entities in deadspace pockets will immediately attack on sight. Some operate under orders to have limited engagement zones, while others are simply cowardly. Note, however, that nearly all starships or space station defenses will return fire if attacked first.

You did well in kicking out Scope; aside from some minor whining, we have not heard anything from the Minmatar consulate. The Achura are viewing you as something of a good luck charm, it seems. In fact, they have asked for you to handle another task that some may view as dubious.
Despite your good work, reports are still coming from the protests. Individual citizens are spreading the news over the open channels, doing nearly as much damage as Scope. If stability is to return, we must prevent these amateur reports from getting out.
There is a fluid router nearby that is the primary hub for the areas where the Sagacious Path is protesting. One of our best contractors at a nearby station has managed to break the encryption key on the router. If you retrieve this key and bring it back to me here at <Station>, the State will be able to control what information enters and leaves the area.
And don't worry, I know what I'm asking you to do would be illegal under most any circumstances, we've been given dispensation by the State in this affair. Still, if you feel uneasy, I can come up with something less.... distasteful for you. Your choice.

Fluid Routers and You

Fluid Routers are the backbone of interstellar communication. These devices make faster-than-light (FTL) communication possible. Though many are owned by private companies, they all fall under the purview of CONCORD, and tampering with them is considered a serious crime. Thanks to some complex legal loopholes, in this case you will not be doing anything illegal by transporting the encryption key.

The Sagacious Path has been immune from action for too long. They've hidden behind the media. They've hidden behind civilians. Now they have nothing to hide behind. Our security forces have forced the Sagacious Path out of all State stations. Now they are concentrated in a few ships, rallying in <System> to plan their next disruption.
We will take advantage of this opportunity. You will warp in and compel the Sagacious Path to leave Caldari space. You are cleared to use any means necessary. If any Sagacious Path remain in this area, or if anyone sees you and escapes, harmony will not return. Ensure that it does.

CONCORD Monitoring
|
Capsuleer ships contain impressive amounts of monitoring equipment. This equipment is what allows CONCORD to respond so quickly when capsuleers attack each other in empire space. Regular ships usually lack such sophisticated equipment, making them particularly vulnerable. If these ships are destroyed in deadspace, it is likely no one would learn of it for some time.
