This mission chain has branches. Declining the initial mission to kill Gallente ambassidor will result in the opposite side offering their mission to kill the Minmatar diplomat. It may be possible to get the missions in the opposite order too (unconfirmed).

Get the gallente obviously involves killing the gallente Diplomat. but in ambassadorial ambush, the objective is to get the minmatar diplomat. ok, so if you decline the mission that the agent gave you with the beginning "Driving A Wedge - Get The gallente", it will now change to "Driving A Wedge - Ambassidorial Ambush" which is different from get the gallente mission, get the gallente obviously involves killing the gallente Diplomat. but in ambassadorial ambush, it says to get the minmatar diplomat.
