NPCs are more or less immune to most electronic warfare. For example, target painters work … presumably because the improve your capacity rather than decreasing the NPC's capacity. And while capacitor warfare cannot drain their capacitors, it can replenish yours. There is no specific "mission gear" - mission ships use the same fittings and all other ships. The key is to fit your ship to match your tactical style.
