The {{tl|Stub}} template is refers to an entire article, not to individual sections of an article, and thus should be placed at the top of an article with other boilerplate message template. While it is entirely appropriate to use {{tl|Stub}} to mark an article with a section that is incomplete, it is not appropriate to place the template inside of that section.
