As you said; you want this to be "clear as a pane of glass to ''anyone''", and it feels like this last section is the most important one to get absolutely right, so I'm thinking: perhaps it needs to be more verbose/descriptive? In which case bullet points is not the best format - I'm thinking along the lines of sub-sections instead; right off the bat here I can see three topics (RoE, Structures, Representation), which can be filled out a bit more in clear text.

This is just a first draft though, and I will keep thinking about it, but it rather feels that... brevity is the enemy of clarity, if you get my meaning, when seeking to avoid any and all confusion, misinterpretation and "what if's" etc.

What is neutrality?
