Summary

The Maelstrom is the Minmatar T1 battleship with a tank bonus as such it has a bonus to shield boosters; further it’s bonused for projectile turrets. Its slot layout is the same as the Vargur and thus one might think the Maelstrom might behave similarly but just scaled down to a T1 hull. The bonuses the Vargur gains through being a Marauder are crucial to its strength though. So the Maelstrom is rather at a weird place.

With autocannons it can reach impressive DPS but has trouble getting into range as it is slow and has no range bonus. The popular autocannon battleships are either fairly fast (Tempest Fleet Issue), have a range bonus (Vargur), or both (Machariel). It also lacks a utility high which is valuable in short range PvP.

With artillery, it has okay ranges and DPS. But due to its low speed, you cannot kite in PvP; thus you have to take a static approach. There you have better options with hulls like the Rokh, Megathron, Apocalypse.

While this sounds pretty negative, you can still make the Maelstrom work but it will simply not be as good as the other battleships. Therefore it doesn’t surprise that it isn’t used much as you can see in the zkill stats as of early 2022. The same issues which you have in PvP are similar in PvE. The Maelstrom can be okay in level 4 missions as a stepping stone to train into a Vargur.
