Caldari doctrine focuses on distributed fleets with well-equipped and independently operating squadrons of agile strikeforces, nevertheless the State has always maintained a powerful capital fleet capability. The result is the Phoenix Navy Issue: a vessel equipped with heavier shields, significantly upgraded capital missile systems, and enhanced with target-painting technology to improve the application of its powerful weapons against any target this heavily-fanged monster cares to destroy.

Summary
The Faction version of the Phoenix, often simply called the PNI. Compared to the base hull, the faction version sports an extra bonus to target painters, a 50% higher damage bonus per level of Caldari Dreadnought, an extra mid slot, more CPU and powergrid, more base tank, and higher sensor strength and scan resolution.
The Phoenix Navy is, together with the Revelation Navy, the most popular dreadnought for huge dread fights. This is due to its extremely thick buffer tank and its high damage with x-large torpedoes. Most large dread alliances favor a balanced mix of Zirnitras, RNI's, and PNI's due to all of them combining thick tank, high damage, and maximium number of the ship's primary slot (Mids for the PNI and Lows for the other two).
