Summary
Osprey is the best standard mining cruiser. It has a bonus to mining lasers like the Scythe, which outshines the bonus to mining drones on the Vexor and Arbitrator, and it has better CPU, making it easier to fit Mining Laser Upgrades. If you can't fly a mining barge yet then the Osprey is your best choice.
