Seeing the need to develop a Blockade Runner, Upwell modified their Squall design with new advanced lightweight materials and cloaking capabilities. While the infrastructure hold is smaller, and some of the missile firepower was lost, the Deluge has vastly improved mobility both in and out of warp, making it the ideal choice for all infrastructure needs on the fringes of civilized space.

Summary
The Deluge is an Upwell Blockade Runner, released with the Equinox expansion on 11 June 2024. Like its tech 1 counterpart, the Squall, the Deluge distinguishes itself from other Blockade Runners by featuring an infrastructure hold that can hold the Reagents introduced with Equinox, alongside Planetary Industry materials, moon goo, and Upwell structures and associated equipment. It also features a notable offensive capability, with 5.25 effective missile launchers. While this is lower than the Squall, it still sets it apart from other Blockade Runners, which only have nominal damage potential.
While a base velocity of 265 m/s gives it the highest base velocity of any Transport Ship, lacking a ship skill bonus to max velocity means that with skills factored in it is slightly slower than a Prowler, but faster than the other Blockade Runners.

Tactics
CCP promotional media have promoted that the Deluge could take part in Skyhook raiding fleets, and utilize its covert ops cloaking capability to remain concealed until a moment of opportunity opens to then rush over and grab resources. Its infrastructure bay, while reduced in size compared to its tech 1 version, is of a higher capacity than what other Blockade Runners can hold in their general holds. So the ship can make for easier transport of a medium size Upwell structure and its fittings through dangerous territory.
