Created specifically in order to counter the ever-increasing numbers of pirate invaders in Caldari territories, the Navy Issue Caracal has performed admirably in its task. Sporting added defensive capability as well as increased fitting potential, it is seeing ever greater use in defense of the homeland.

Summary
The Caracal Navy Issue gives up the Caracal's missile range bonus in return for a bonus to damage application for medium-sized missiles (the explosion speed bonus does not affect light missiles from Rapid Light Missile Launchers).
In PvP, the Osprey Navy Issue outdoes the Caracal Navy Issue as a kiting ship, with greater speed and a range bonus to medium-sized missile, the Drake has greater survivability for a similar price tag, and the base Caracal can achieve longer sniping ranges. In recent years, the Caracal Navy Issue has received several changes to bring it up to parity with other missile cruisers. The Uprising expansion increased the powergrid and rate of fire on the Caracal Navy Issue. The balance patch in update 2024-02-20.1 also removed the Rapid Light Missile Launcher range bonuses which previously existed on the Osprey Navy Issue and the Caracal. Though many still view the Caracal Navy Issue as an inferior missile cruiser, it now has a niche as a close range brawler fitted with Heavy Assault Missiles.
In PvE combat, though, the Caracal Navy Issue's application bonus lets it chew through smaller targets with medium-sized missiles, so it has some use as a very efficient small/mid-scale site runner requiring fewer skill points than a Cerberus.

Version 20.10 - 2022-11-08 - Uprising (Patch notes)
The Caracal Navy Issue struggled to fit Heavy Assault Missiles due to restrictive powergrid. These changes should help it to fit more easily, fit more tank with the added mid and do a bit more damage as well.
Powergrid increased from 715 MW to 900 MW (+185 MW)
Low slot count reduced from 4 to 3 (-1)
Mid slot count increased from 5 to 6 (+1)
Caldari Cruiser rate of fire bonus to Rapid Light, Heavy, and Heavy Assault Missile Launchers increased from 5% per level to 6% per level (+1% per level)
