Observation is the first step on the path to control.
Flag Cruisers like the Monitor are specialized in survivability and observation at the expense of virtually all other functions. Powerful shield generators and thick armor plating combine with the smallest signature radius of any cruiser to create one of the most durable ships ever seen in New Eden. The Monitor also enjoys impressive sensor capabilities and digital systems hardened against hostile electronic warfare. In exchange for these benefits the Monitor gives up virtually all offensive capabilities and utility. The Monitor is only able to fit propulsion modules, low-power target painters, and probe launchers. This ship is the ultimate specialist, useful for fleet commanders who serve as a stable presence on a chaotic battlefield. SHIP BONUSES

Summary
Following requests for a more headshot-resistant ship (headshotting being the act of trying to kill the enemy FC(s) first), the Monitor is the first Flag Cruiser to come to New Eden. It has no offensive abilities whatsoever aside from being able to fit a minimal-strength target painter. In exchange, it is exceptionally durable, having 183k base EHP combined with the signature radius of a Frigate. Unlike other CONCORD ships, Monitors are not special edition ships, and BPCs can be acquired through the CONCORD LP store.
Skills
The costs of the CONCORD ships mean that any pilot will want high skills before they fly it.
Tactics
The Monitor is designed to create an extremely durable platform from which FCs can tag targets, call primaries, and direct fleet movements. Its ridiculous ehp is designed to make it an extremely unfavorable target to engage first, as it will take far too long to kill. The purpose of the essentially zero-strength target painter with ridiculous range is so that the FC can get on kill mails.
Notes
Since the Monitor has no Turret Hardpoints or Launcher Hardpoints and very limited Power Grid and CPU it cannot fit modules capable of attacking or damaging other ships.
The Monitor is only capable of fitting Target Painters, Automated Targeting Systems, Propulsion modules, Scan Probe Launchers, and festival launchers. This leaves the Monitor in a special role.
While it is very evasive, it is not impossible to catch and warp interdict or scramble it, plus (as of 2019 information) it carries the price of an expensive battleship. Thus, for smaller fights the FC may wish to consider an alternative platform from which to command.
