The Stork is the Caldari [[Command Destroyer]]. Following the Caldari design principles, it has bonuses to shield and information [[Command Bursts]]. In its role to provide shield bursts it competes with the [[Bifrost]] which has less tank but more speed. This makes the stork preferable if it can reach the required speed. In regard to information bursts it competes with the [[Pontifex]] (and to lesser extend with the [[Draugur]]). If you have shield logi support you choose the Stork, if armor logi the Pontifex. In fleets without logi, the Bifrost is often preferred over the Stork for shield and skirmish bursts, because of its better speed.
