It has bonuses to Target Painters, but the stacking penalties of target painters make having several of these ships in a fleet ineffective. It has a bonus to velocity, making it a decent fast tackler, but it is generally inferior to the Rifter in the tackle role. Despite having a mediocre base speed, the Vigil's hull bonus to velocity makes it the fastest t1 (non-faction) frigate available for a pilot with high Minmatar Frigate skill, making it a good ship for bookmarking.
