Both sides cannot be correct, so guarantee that theirs is wrong.
– Muryia Mordu
"'Two generals choosing to meet in battle will each believe victory is in their grasp despite one general being wrong in the greater number of cases. This shows the importance of good information to the general in the field. If information is lacking, false, or otherwise imperfect, disaster is sure for the general acting precipitously.'
"So it goes somewhere in the Analects. In other words, make sure of your own info before committing, and if you can stop the other guy from knowing what the hell is going on, so much the better. It's basic but you'd be surprised how often people will jump into a fight without thinking it through."
– Muryia Mordu, quoting the Analects of the Raata Empire

Summary
The Raiju is a special edition Electronic Attack Ship, introduced as one of the prize ships of Alliance Tournament XVII, alongside the Laelaps. A total of 140 ships were given out, distributed among the top 16 teams of AT XVII.
The ships stats and bonuses are a souped up marriage of the Garmur and the Keres. It can be looked at as a better Garmur with additional kiting tools in longer targeting range, longer point range, and bonused damps, or as a Keres that can more reliably deal damage at kiting ranges. Given the rarity - and thus value - of this ship, these kiting boons will likely be appreciated by its pilots.
Skills
Further information about additional or recommended skills to pilot the Raiju for a specific or its common role(s) can be written here.
Tactics
No sub-article about Raiju roles or piloting tactics. You can write them here.
Notes
With six mid slots, the Raiju has the most mid slots of any frigate. In addition, it has a 15% EM shield resistance bonus on top of Caldari Tech II natural resistances for reasons unknown.
In Japanese mythology, the Raijuu (雷獣, "thunder beast") is a doglike creature with a body made of lightning. "Raijuu" should not be confused with the slang term riajuu (リア充), "normal, socially-successful person", a word with no particular relevance to EVE.
