Force recon ships are the cruiser-class equivalent of covert ops frigates. While not as resilient as combat recon ships, they are nonetheless able to do their job as reconaissance vessels very effectively, due in no small part to their ability to interface with covert ops cloaking devices and set up cynosural fields for incoming capital ships. Summary
The Falcon is the Caldari force recon, designed to fit a covert ops cloaking device and ECM jammers.
The Falcon lacks the Blackbird's ECM range bonus, but has a superior jam strength bonus. It also has a medium hybrid turret damage bonus, but this is often ignored in favour of utility modules or anti-drone weapons in the high slots, as the Falcon's DPS potential is low.
Since force recons are the smallest ships which can light a normal (or "hard") cyno, the Falcon is often used as a cyno ship. It can also light a covert cyno to move black ops ships and stealth bombers. On the flipside, because its presence on grid implicitly threatens a hard cyno and so invites serious fight escalation from opponents, fleets or gangs in need of a Tech 2 ECM ship often choose the Kitsune or Rook over the Falcon.
Skills
Like other Tech 2 ships, the Falcon benefits from excellent support skills and fitting skills. The skill Cloaking reduces the targeting delay imposed on the ship after it breaks its cloak, and so level IV or even V in this skill helps a Falcon apply ECM quickly after decloaking.
Tactics
The Falcon can support a shield or armor tank, usually a single plate or large shield extender. The ship's primary defense is to pre-align and decloak at optimal jammer range, apply ECM, and then warp out when attacked.
Notes
In EVE's past, before normal cynos were restricted to just force recons and black ops battleships, the Falcon saw much use in fleet and gang PvP as an unpleasant surprise; over time, players began humorously blaming the a Falcon whenever something went wrong ("because of Falcon!"), even when no Falcon was involved.
