Summary
The Prophecy Navy Issue is the faction variant of the drone-focused Amarr Battlecruiser, the Prophecy. In exchange for its previous bonus to armor resists, it receives a bonus to armor hitpoints which compound with its increased base hitpoints as a faction hull to give this ship an impressive buffer tank. It also receives bonuses to Medium Energy Turrets, though it has a slightly smaller bonus to drones than the original Prophecy. The shuffled bonuses clearly favor turrets over drones, though a mixed damage approach is still viable.
Skills
Although the Prophecy Navy Issue can technically be flown with very low skills, it would be advisable to train the skills necessary for a T2 armor tank and T2 Medium Energy Turrets before flying this ship in any PvP encounter. T2 Medium Drone Operation and Drone Interfacing would also be a wise investment, though heavy drone skills are not necessary since the Prophecy Navy Issue does not have the drone bandwidth for them.
