Summary
The Arbitrator (or "Arby") is the Tech 1 Amarr electronic warfare cruiser, with a bonus to weapon disruption. As it also has a bonus to drone damage and durability, the Arbitrator can contribute some DPS to a PvP group, or even function on its own as an unusual solo PvP ship.
