Development In YC114 each major empire faction, having been embroiled in a harrowing, extensive, long-term war, recognized the growing need for support and logistics functionality in their vessels during the kind of protracted interstellar warfare that might otherwise prove exhausting for its participants. In the Minmatar Republic, this led to the redesign and redeployment of the Burst.
The Burst had been a small and fast cargo vessel. This all changed after the redesign, when the Burst found its small-time mining capabilities curtailed in lieu of logistics systems that moved its focus to shield support for friendly vessels.

Summary
The Burst is the Minmatar logistics frigate and is designed for remote shield repair. It's a great place to start if you want to try your hand at shield logistics. If you enjoy the experience, you can continue on the Minmatar logistics path and train into the Scythe (a Tech I Cruiser logistics ship), and eventually the Scimitar (a Tech II logistics ship).
Note that the Burst is designed to be self-sufficient on capacitor, as are the Scythe and Scimitar. It does not need to be part of a cap chain to be cap stable. This is also true of the Caldari logistics frigate, the Bantam, but not of the Caldari cruiser logi such as the Osprey (Tech I) or Basilisk. Both of the latter require a cap chain to be effective.
